Skanska Norge AS held a collaborative contract with the Ministry of Justice as the design‑build contractor. The centre has been fully operational since December 2020.
The facility comprises a total building mass of approximately 35,000 m², located on a site of about 332 decares. The development includes an access building, main building, helicopter base, training facilities, carport structures, and parking areas.
Marthinsen & Duvholt AS was responsible for the groundwork and infrastructure as a subcontractor to Skanska Norge. This included preparatory works and the complete road network for the site, water and wastewater installations (VA), building foundations, as well as extensive landscaping for several shooting ranges.
In the training areas, large berms were constructed both for safety and noise reduction around the outdoor shooting ranges, which include 50‑, 100‑ and 200‑metre ranges. In the central area, a FATO (Final Approach and Takeoff area) and helicopter parking aprons were also constructed.
